Dear Springdale Neighbors, We are in the process of sending out electronic invoices for 2013 dues. Please pay close attention to these statements as they contain "Due By" dates as well as a need to respond so we know who has received their invoice successfully and who needs a hard copy. A vote was also taken by proxy (email) vote after last year's Annual Meeting to raise dues to $125. This increase was unanimously approved and will go into effect this year. Some neighbors responded with concerns about where the increased dues money will be allocated. Originally, it was slated to pay for projects such as the tree removal at the non-stoplight entrance and an aeration system for the lake. Fortunately, the tree was able to be removed by the City because it was in the right of way so it was removed at no cost to us. Also, after looking into an aeration system for the lake, it seems that more information is needed as to whether such a system is appropriate and necessary. We will be conducting water condition tests to assess the health of the lake and looking into ways to keep debris from collecting in the coves of the shoreline. This leads to build up of weeds and muck creating an unwelcome stench in the heat of summer. So these all mean that we are saving this money instead of having to spend it, right? Well another opportunity to improve our neighborhood has been presented. After meeting with the Leesville Safety Task Force, it was determined that the most important safety issue confronting Leesville students that live in Springdale is a proper crosswalk connecting O"Neal across Leesville at the stoplight entrance. This requires installation of a sidewalk along O'Neal from Leesville Road to Shadowood. We tried to have the city incur this expense however our roads are county/state property, so they declined. Currently, there is another avenue of grants through the state that may help offset this expense. If not, it will become the responsibility of the HOA to approve and pay for the sidewalk. An estimate for this work is in process to determine cost. So our current budget plus a looming project such as this still supports the need for an increase in dues. I appreciate all of the positive votes that were sent in support of the increase and also the responses against. Again, it was unanimously approved and will be reflected in the upcoming invoices.
